US President Donald Trump has vetoed the defence spending bill which was sent to him by Congress and left the White House for holidays in Florida without signing the latest stimulus bill.
The move has reportedly left millions of Americans desperate for assistance.
It comes as President Trump enters his final days in the White House, issuing a number of presidential pardons to close allies.
